Be sure that you are using secure shell (SSH) or secure copy (SCP or SFTP) rather than FTP proper. FTP uses a different port and access daemon which is, for security reasons, not running on our systems.
For Windows cllents visit openssh.com. If you do not have admin privelages to fully install the app (I assume you won't at CL3). just grap a binary ("stand-alone") version which will run on it's own, just save it to the desktop and run it. For example, grab WinSCP from here:
